The center of gravity is closer toward the handle of the forks even if it looks like there is more matter near the other end of the fork when they are attached together but its not the case.

Look at the empty space between each teeth and how thin the handle is near that end compared to how thick the other end of the handle is.

So because you have the same amount of mass on each side of the toothpick, everything balances out despite what the eyes can see.
